Not true.

Article III Section 2 says:

In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction.

Suing a state for running a fraudulent election based on willful disregard for election law duly passed by the legislature could go straight to the Supreme Court to be heard.

Technically, having original jurisdiction means ANY such case should start with the Supreme Court, then they can pass it down to work its way back up.
