Could this be as simple as: Because Ms Powell represents LTG Flynn, in order to avoid a conflict of interest she needs to remain separate from Trump’s legal team in case the president has to issue a full pardon for Flynn?
Flynn doesn’t need a pardon. He hasn’t been convicted of anything.
