Just the opposite. The cards are loaded into a local central count database. On election night, we wait for a break in the action before uploading to the state. Could be 4 machines or 20. The data is lumpy with the closer polling places reporting first. This happens at dozens of locations during the night. A 3AM dump is suspicious and points to a massive ballot stuffing operation, not funky code. Ballots take time, code would be more subtle.
What is the hourly rate that ballots can be run through an individual machine and how many beavers and machines were involved in the dead of that night?
