We know GA is required by law to preserve all executed ballots. But we don’t know if those were executed ballots.
A first step in any audit, is if there is a ballot retained for every counted vote. Is the number the same?
They were ballot envelopes. Those have the signatures.
We didn’t have an audit, only a recount, and a very fraudulent process with that which I have documented here as has the GA GOP David Shafer and many others, including some FReepers who were actually GOP monitors.

There is also abundant eyewitness accounts of ballots being brought in, in unsealed boxes with no security tags, as well as stacks of crisp, non-creased absentee ballots, with perfect circles and no down ballot votes, all for Biden.
So to answer your question, no, the first step of a real audit would be to ensure that they were legitimate ballots, with signature verification. That did not happen so it was just a recount of fraudulent ballots, no doubt designed to match the Dominion numbers. An election official interviews by Jenny Beth Martin of Tea Party Patriots in GA has a recorded telephone conversation with an election official saying that her county’s numbers did not match the recount but that they were told, by the state, to report the numbers for the first count.
Even with that, there were thousands of vote discrepancies in 5 counties. Those officials got fired, for telling the truth.
