The hundred thousand Chinese in north Italy were going back and forth to China. There have already been hints that there was a mini wave in Wu Han much earlier than any official notice. Perhaps the first release was not virulent enough and it had to be tweaed a bit for the mass release.
Chinese thugs might have tested the virus in Italy before they realized they needed to create a convincing backstory about it escaping from a lab or wet market.
