The Luzerne County Board of Elections has finished the adjudication of ballots cast in the Nov. 3 general election.
The election board’s next step is the certification of election results — but one board member says she will not sign off on that until she receives assurances the results add up.
“I have concerns about the integrity of the election,” board member Joyce Dombroski-Gebhardt said. “There are issues that are troubling.”
The election board spent two weeks reviewing and adjudicating ballots. That process finished Tuesday, with the county vote total standing at 154,134, which represents a 69.8% turnout of the county’s 220,963 registered voters.
Board members plan to sign their names to a document certifying the election results on Monday, said board Vice Chairman Peter Ouellette.
It looks like Dombroski-Gebhardt’s signature will be missing. That will not impact the certification, which requires the signatures of a simple majority of the five-member board, Ouellette said.
Dombroski-Gebhardt, a Republican, said her decision not to sign is a matter of principle.
Too many questions remain about the election and issues at polling sites, she said Wednesday.
Of particular concern is tracking “spoiled” ballots, she said. Voters who received a mail-in ballot had the option to bring their ballot to a polling site, turn it over to poll workers and vote on the county’s electronic voting system.
In those cases, poll workers spoiled, or voided, the mail-in ballot the voter surrendered.
The county does not have a method to match the number of spoiled ballots with the number of voters who submitted mail-in ballots to be spoiled, Dombroski-Gebhardt said.
“Basically, I want verification of the amount of spoiled ballots,” she said.
Also, Dombroski-Gebhradt said she wants an audit of ballots cast in the election, with a sample size of 10%, which would mean more than 15,000 ballots.
Until that happens, she said she has no plans to sign off on certifying the election results.
Dombroski-Gebhardt is the only election board member to publicly express serious concerns about the election.
Ouellette and board Chairwoman Jeanette Tait, both Democrats, said the election went well overall, despite problems with polling sites opening late on Election Day.
The review of tens of thousands of mail-in ballots did not take as long as some had feared, Ouellette said.
The election board postponed its meeting scheduled for Wednesday to make sure the review was completed before the board met. The meeting was rescheduled to Nov. 25.
Also, 255 mail-in ballots the election bureau received after 8 p.m. on Nov. 3 but before 5 p.m. on Nov. 6 are not included in the county vote total. Those ballots were segregated in case of a court challenge to the state’s extended deadline to receive ballots after Election Day.

He and the rest of the lemmings on Fox are not going to explain to us how Democrats came out and voted out the down ballot nominees, yet retained Biden for president?

I was fully expecting Luzerne County would flip for Trump. As the votes came in on 11/3, Trump was crushing it. That all changed in the late of night. I have little doubt, particularly given the corrupt Democrat machine in Scranton, that there was widespread fraud.
