I'm in the camp that this will not be resolved by the courts. I don't trust them either. Perhaps that's Wood's point of view as well as I haven't read that he thinks the courts will be the ones to resolve this.
If it's going to happen, it's going to be because the state legislatures of the several states involved did the right thing (due to pressure from their constituents).
