However, many of these drugs must be administered at a certain stage of infection and the latest surge in infections is concentrated in rural areas with less access to these drugs.

The difference is many East Asian countries masked up from Day 1 of this pandemic, locked down at the beginning so they wouldn't have to do a longer lockdown later on, and have contact tracing programs.
