The State of "X" is appointed 3 electors. The State of "X" chooses Mr. Brown, Mr. Smith and Mr. Jones as electors for this election.
As a further example of the misrepresentation done in the article, consider what happens if Puerto Rico or some other territory were to be given statehood. The number of "appointed" electors would go up based on the formula mentioned above.
