In Pennsylvania and other states lawsuits were filed to prevent any signature matching. The lawsuits were filed by the usual left wing activist groups like the League of Women Voters.

Officially, it was lowered from the 90% of factors needing to match, to 40%, which was not sufficient to distinguish between cursive and printed versions of the name, or in some cases it has been said that neighbors signing ones name still went through. Only replacing multiple letters with horizontal lines appears to have triggered a failure.
