On 25 November 2011 the initial “proof of concept” election technology pilot was undertaken by the future founders of the DELIAN Project, in collaboration with the Electoral Institute for Sustainable Democracy in Africa (EISA). The local election was in support of the City of Durban’s Municipal Councilors Pension Fund in South Africa.

POST-CONFLICT ELECTION RESEARCH EXPEDITION, TRIPOLI, LIBYA
Following the Libyan revolution of 2011, a three-person Canadian election research expedition was sent to Tripoli to meet with senior representatives of the National Transition Council (NTC). DELIAN’s future founders were tasked with identifying what form of democratic government structure the NTC was considering.

Following a six-month trial “proof of concept” period, the DELIAN Project was formally launched in Toronto, Ontario as a Canadian registered not-for-profit, Non-Governmental Organization (NGO). The Chair of DELIAN’s Board of Directors is the past CEO of Elections Ontario, John Hollins, while its Senior Advisor is Jean-Pierre Kingsley, past CEO of Elections Canada and a former President of IFES.

June 2012
At the request of the UNESCO Special Envoy to Haiti, Jean-Pierre Kingsley led a two-person election technology assessment team to Porte-au-Prince from 11-14 June 2012. Various stakeholders were engaged, including the Government of Haiti, OAS, UNDP, the Embassy of Canada, and the UN Peacekeeping force MINUSTAH...

Commitment by DELIAN Project
In 2014, Dominion Voting committed to providing emerging and post-conflict democracies with access to voting technology through its philanthropic support to the DELIAN Project, as many emerging democracies suffer from post-electoral violence due to the delay in the publishing of election results. Over the next three years, Dominion Voting will support election technology pilots with donated Automated Voting Machines (AVM), providing an improved electoral process, and therefore safer elections. As a large number of election staff are women, there will be an emphasis on training women, who will be the first to benefit from the skills transfer training and use of AVMs

DETAILS
The election technology being offer under the DELIAN Project are paper based, optical scan tabulators, manufactured and donated by Dominion Voting (Industry name: ICP-322)...
The AVMs being donated to DELIAN have been used in several large jurisdictions such as Canada, the United States, the Philippines, and Mongolia...

The DELIAN Project will launch in October 2014 with an election technology pilot in Guyana. This will be followed by additional support to emerging and post-conflict democracies, including the facilitation of technology and skill transfer training, in at least one to two Caribbean jurisdictions annually. The current implementation plan for DELIAN is forecast through 2019.
Three sample election technology pilots have been undertaken in recent months to validate the DELIAN concept. These took place in Durban, South Africa; Tbilisi, Georgia; and Kingston, Jamaica...

Progress Reports
Since the launch of the commitment in September 2014, Dominion Voting have supported a a number of research-based election technology pilots with donated equipment and expertise. These include pilots at the University of Guyana on October 2nd, 2014, the University of West Indies (Barbados) on March 12th, 2015, the University of West Indies (Jamaica) on March 19th, 2015, and the National Union of Public Workers (Barbados) on April 1st, 2015.
