I think you’re correct. All that really, really matters to the network owners is money. Ideology comes a very distant second, or maybe third after public image.
We should never forget that.
People like Roger Ailes are the exception.
Even with Ailes, it was a matter of creating and shaping a well functioning business model. It worked quite well for a very long time.
