A hand recount will not catch voter fraud. Absentee ballots and mail-in ballots are opened and “verified.” Once verified, the mailing envelope and inner folder are discarded and the ballot is tabulated anonymously. The anonymous ballot sheet is all that remains. Any fraud related to the signature, whether the voter is a resident, is alive or dead, has been destroyed when the ballot is separated from the envelope.
A hand recount might catch election fraud. Any difference in vote counts between the machine and the EMS might be detected, e.g. “a glitch.” Batches of ballots that may have been run through tabulators multiple times may also be detected.
Is a true audit of mail-in and absentee ballots where ballot and envelope are scrutinized together even possible at this point?
It needs to be a recount and AUDIT to insure the ballots were legitimately cast and not illegally harvested or fraudulent.
