The Wisconsin Elections Commission appears to have disregarded the statute when, in October, it formally instructed clerks and election officials across the state to take it upon themselves to fill out missing addresses on mail ballots by looking up their information in the voter registry or through other reliable information. This would be analogous to taking a test, failing to answer some of the questions, and having the teacher "helpfully" fill in missing answers.

"Guidance issued by the Wisconsin Elections Commission" is another term for committing election fraud and attempting to overthrow the Constitutional government of the United States.
Members of the Wisconsin Elections Commission and staff should be arrested, interrrogated at Gitmo, and tried for their crimes.

It was guidance that you fill out missing address ONLY for the Democratic ballots but throw the Republican ballot out?
It was guidance that you replace the Republican ballot with a Democrat Biden president choice but with no down-ballot selected?
Indeed the innocence of such actions to defraud voters was obviously due to failed guidance and simple misunderstanding.
