With Biden projected to win the US presidency, many world leaders hastened to congratulate him.
But some have been conspicuous in their absence.
Some have gone further, backing unsubstantiated Trump made about voter fraud.

Brazilian President Jair Bolsonaro\

Mexican President Andres Manuel Lopez Obrador
The Mexican leader said he would wait for "all legal issues" to be resolved.
Israeli Prime Minister Benjamin Netanyahu
While Netanyahu congratulated Mr Biden, observers have noted the absence of the words "president-elect" and "vice-president-elect" in his message.

I do believe is not the same as insisting. I also followed up on #13 with more detail. No he didn’t use that term; didn’t call our President President either. You are wrong to act as if this was some kind of a major signal that he isn’t looking at Biden as President elect.
