The Republican PA legislature has total discretion on which slate of electors they send to DC.

That's a pipe dream. They will puff out their chest a bit, but in the end they are not going out on that limb. A politicians only goal is to avoid having to make hard decisions that they can be held accountable for.

In 1876 several spineless state legislatures sent _two_ slates of electoral college voters to Congress—and told Congress to “pick one”.
