Can the SCOTUS demand a recount? Throw out votes?

My thought is that the only real remedy would be to void all main-in ballots (not to be confused with absentee ballots) on the ground that the governors violated Article II, Section 1, Clause 2 by mailing out ballots without their respective State legislatures' consent. That would give President Trump the win.

There is an automatic recount due to close vote.

They can dismiss illegal votes if they can be identified. For example, any votes signed by poll workers should be easy to identify.

Milwaukee County had a 69% and Milwaukee City had 80% vote for Biden. Trump increase his vote total, but Biden went higher.
