The fraud is uncovered by looking at the numbers of ballots versus the numbers of whom actually voted that day in each precinct as verified by the sign in books.
That is how they discovered the vote fraud in Detroit. They looked at the sealed boxes of votes and discovered that there were fewer votes then were noted on the boxes. They would run the ballots thru several times. That is how you get 90 to 200 percent voter participation in some precincts.
It’s why they pushed for mail in voting. No visitation books to compare the votes with. No way to easily compare vote numbers vs precinct numbers vs registered voters in each precinct.

That would come out in recount.
In most cases, however, they actually do generate fraudulent ballots by some way. They do exist. They can be counted again.
How can these be excluded?
Mail in vote could be OK if administered properly. However, it is easier to manipulate. Mail in vote has the potential of fraud build in!
