There is a problem with this issue that I don't think has been considered. I would expect that certain highly-paid people work full-time in other states, but maintain their residence in Nevada in order to take advantage of the zero-percent tax on income in the Silver State.

There is the issue of a Nevada residence living in State but employed by, for example, a California company. I have personal knowledge of a person who was in this situation. The employer withheld money for the employee paid to the California Franchise Board. The employee, being a full-time resident of Nevada, didn't file a California tax return. When California got shirty about not refunding the withholding, the Nevada resident then asked where he was supposed to vote.

One week after that request, in writing, was sent to the California Franchise Board, the individual received two checks, in full, for the withheld funds (but no interest).

And did this person file a change-of-address to move out of Nevada? That's where this entire list comes from, is people who apparently moved out of the State, but still voted in it. Voting is based on your residency - if you go somewhere enough to move your residency, then why should you still get to vote at the old one? This list has nothing to do with cross-State income or anything like that.
