Don't know much about Hammer and Scorecard, only seen it on spook sites, but I can offer up some vendors, if it gets you closer to an answer,

and not related to software, but here's the Brookings Institute Score Card for 2020 elections. The state gets extra points if ballots are sent unsolicited, if they are accepted up to 5 days beyond Election Day, and more points if accepted after 5 days. Policy change by fiat, anyone? .

Brennan such a hypocrite! Complaining for five years about Russian interference in our elections, yet he developed software to change vote totals in foreign elections.

If this turns out to be true, he should be prosecuted for interfering in foreign elections. Hopefully he did it in a real shithole, turd-world country with whom we have an extradition treaty...By John!

Not sure likely developed through In-Q-Tel a CIA venture capital firm. General McInerney I think he said he developed it though he never meant it to be used here. John Brennan took the system and has control over the two systems now

Michigan uses AVID Technologies to tally the votes. Blum or Dianne Feinstein Husband owns controlling shares of the company. Found this pic kind of interesting not sure how accurate it is

I live in Kentucky. And Im livid. Bevin got screwed. He mentioned some vote counting irregularities but he was dismissed as a sore loser.
Kentucky republicans swept that year. Greggie Stumbo, speaker of the house for the 8 years Beshear, Sr was gov.. Together they frittered away the pension money to their crony friends. They created the 36 billion deficit but some how Bevin took the blame. Bevin was a good guy. Beshear is a nightmare.
Im livid. The list of treason Obama left us with continues to grow like Hillarys death count.
How, in the wide world, can anybody be a democrat after all the crap we must endure

He was the one who first said that valid ballots are watermarked. Sidney powel and and someone on Alex Jones show, backed it up.
