what if state does not use paper?
My state doesn’t use paper EXCEPT for absentee ballots. We don’t do a general ‘mail-in’ ballot. You either have to reach out and request the absentee for a legislative-sanctioned reason OR you have to get your butt to the polls. And my state requires voter ID when voting in person.
With all the local races throughout the country, I don’t see the federal government doing the actual printing. Providing the paper would be the most DHS could do. How secure that paper would be at the SOS office is up for discussion.
Whether this is actually true (about the watermark paper) I don’t know. I just know the story has been flying around all day.
