No it wasn't. Not everyone frequents FR for hours so they miss the scope of the corruption. The President just filled them in.
I also think he tone was perfect; measured. He can't, at this stage, be emotional or angry without looking panicked. Don't forget he's leading an Army and his job is to calmly present evidence, give a plan and engage with the troops.
He will spell it all out in his preferred and unique way after we secure victory. :)
