They have done it for a long time. In 1986, I was invited to a presentation at a major state university by a senior Chinese government official.
His general subject was how to do business in China. One thing that was absolutely required was linkage to a Chinese company in the same business. They had to have some ownership interest in your company. Another mandatory requirement was the sharing of of business and trade secrets with the Chinese “partner.” Any patents developed during the partnership were also co-owner.
My take-away from that was never to get involved with China. They were quite clear and up front with the requirements, so the US government and businesses knew exactly what they were getting into.

Partner, the Chicoms also have the "Design Institutes I thru III."
I am pretty sure that you have to give up basically everything since you have a plot plan of your plant and then they start asking questions like "Why you locate right here".
It is really giving the Chicoms everything by presenting your dwgs. to the Chicoms, which is what they need and want from anybody that goes over to China and does business with them.
Heck, this is how the Chicoms got a lot of their technology free of cost.
