And they should contact the people who didn’t vote down ticket and ask if they voted

Nice idea, but there is no way to identify who voted a particular paper ballot once that it is deposited into the ballot box at the polling site.
Same with mailed in ballots, once the outer envelope is verified to be from a legitimate voter, it is opened, the paper ballot is removed, and put with all of the others being processed and machine counted.
At least that’s how it goes in my county and state.
