You would need to amend the Constitution because States have the power of overseeing their election/laws.
My solution is to start at the local level and try to educate as many people as you can.
The thing is these NEW election rules of extending countinqg, ballots with no postmarks or matched signatures are OK was NOT done by the legislators it was done by the governors!! Governors have no right to change election law!!!
Your solution will not work, and to be honest, Mine is unlikely to gather 3/4s the states to push it.
hence why sundering is a more logical move unfortunately.
