I repeat the same thing I said before,Obama did everything he could to stop fracking on federal lands. Nothing in your link contradicts that.
Fracking did well during the Obama regime despite Obama not because of Obama. Fracking was started long long before Obama became president.
Most of the fracking was in deep red states like North Dakota, Oklahoma, Texas etc because Republican governors put in policies to strongly encourage it. Despite plenty of oil and gas in New York State for example, the Dems absolutely forbade any fracking there up till today.
