In my opinion, voting by mail is a challenge for a lot of people.
I opened my ballot weeks ago and have not even looked at it because I know there are a lot of down-ballot races (referendums, judges, etc.) that I need to read about, which will take time and effort. I will get it done, but I’m sure there are many out there (lazy young kids, overworked suburban women, I’m hoping) that won’t.
Sure, they can skip all of the other races and vote just the big ones, but just reading through it all is a time-consuming task.

I voted early in person in PA - and was surprised at how few down ballot races there were.And no referenda.
Several decades ago I lived in CA.
I had a job that required a lot of travel so I always voted absentee.
It was a big advantage for dealing with all the referendum questions—allowed me to take my time and make sure I understood each question.
I agree—states like CA who have referendum questions on the ballot may see significantly decreased total votes this year.
