The reform will end the annual award of 85,000 H-1B visas by lottery,

The 85,000 H-1B limit only applies to private sector employers. Academic employers, federal agencies and contractors, state and local government agencies, are exempt from the 85,000 visa cap.

Probably 1 to 2 million H-1B applicants come in on exemptions every year.

ALL of them are fraudulent, because there are qualified American applicants for every IT job.

Indians working as IT recruiters are committing visa fraud, because those jobs do NOT fall into the categories specified by the legislation.

Furthermore, Indian IT recruiters don't submit American applicants for the jobs. They gather the credentials, steal the identities and professional information, block the Americans from the hiring employers, and submit only Indian applicants to the employers.

I have 20+ years IT experience. I have been looking for a job for almost a year now. I get 2 to 3 calls from Indian recruiters everyday. I may get 1 phone call from an American recruiter a month. Question, who is paying these Indians to block me from getting a job?

It is insanity to be discriminated against, in my own country, because of my national origin. It is insanity that people can come from a foreign country and blatantly break our employment laws.
