I think once it hit 11 million, polls turned significantly worse so no matter how many hundreds of thousands or millions enter every year, somehow those who leave, die or become citizens must exactly balance it out so it stays at 11 million.
And math where you take a number and add anything to it but it never increases is what drove Georg Cantor mad.
