If I were to control businesses, I would certainly shut down the bars. People can buy their alcohol and drink at home. When you are influenced by alcohol, you are less likely to use safety precautions in the confines of a bar. In order to drink, you take the mask off and your loud talk shoots the COVID laden droplets through the air. Your drink becomes a swimming pool for anything floating through the air. Your bar stool becomes a damp spot laden with COVID. I stay out of bars for their toxic nature.
If that is the case, what do you tell the bar owners and staff that lose their business and lively hood?

I would give them relief money equal to their average earnings until the COVID threat was over. That money spent would be money well spent to fight the virus. It would enable the owner to pay for the space while it was not generating income. I would prevent the economic ripple effect for those without an income—all effects that comes with fighting the virus.
While awaiting a vaccine, the bar and restaurant industry should be looking for technological innovations to mitigate the infection in the closed areas they have. Something as simple as a temperature check would be a start. Methods of air treatment—passing room air through UV light and filtration. Having a mask that would enable the user to drink fluids and materials that people touch that would have built in anti-viral action. With these innovations, government will subsidize their costs much like other industries get subsidies.
Chicago Democrat business owners should VOTE HARD for their Democrat masters...
in my area, local radio talk shows are gone, facebook etc are censoring people, you can't leave a copy on most magazine or newspaper articles, and now for several months we can't gather....
its all part of their bigger plan....silence the people...make people think that they alone have certain opinions...

I’ve gone to rural Illinois a few times the past couple of months (I’m in Missouri) and it’s literally a giant Trump rally everywhere. Signs, flags, PRITZKER SUCKS signs. I actually passed a Trump rally in some random park in southern Illinois on a weekday. It’s a shame those people have no voice in Illinois. I’m really good friends with an Illinois state senator and he fights the good fight, but all for naught. Chicago just ruins it for the state (no offense to the wonderful conservatives that are in Chicago, however. Obviously it’s not your fault).
This virus is not going away. It is a dead, inert particle of submicroscopic size. It will be around forever. Trying to eliminate any new positive cases is a fool's game.
Deaths have declined since the spring. Trying to corral the virus with more mask wearing and lockdowns is going to fail. Many more problems will be caused from these efforts than the virus itself.
Closing indoor dining in restaurants and bars as the cold winter sets in, will destroy any establishments that have managed to remain open hanging by their fingernails.
Some common sense civil disobedience is in order by the restaurants and bars.
