I don't think that's quite correct. It means to interpret the Constitution according to the meaning that was originally intended and understood, which may not always correspond to an exactly "literal" reading today, since some of the Constitution's provisions are not easily understood if taken literally.

For example, "Congress shall make no law respecting an establishment of religion" could be literally construed to mean that Congress may pass laws DISrespecting certain religious establishments. But in the language of the time, it was simply a prohibition of officially proclaiming a state (i.e., national) religion with special prerogatives.

Markey misses bigtime by ignoring constitutional amendments most of which are chronogically distant from the document and first 10 amendments. For example, the 14th amendment (a post Civil War amendment) was designed to provide equal protection and due process etc under the law to newly freed slaves but has been used by activist judges to settle Roe v. Wade and many other civil rights claims. Markey is full of malarkey.

If you start from the basis that Markey is a wimpy little twerp whose only grounds for being there is his parroting the Rat party line; and then realize that in his zeal to impress his bosses he sometimes uses excessive bloviation, you’ll understand where that outburst came from. A wicked, hatefilled little anti-American heart. IMHO.
