Her statement that legislators determine policy and judges apply the law as written is a clear signal that all judicial attempts to change election laws are not going to be received well by the new Supreme Court majority.
If Roberts sees that he will be on the losing side of 5-4 decisions, don’t be surprised if he votes with the majority in some cases so he can assign himself to write the majority opinion so he can attempt to minimize the effect of those decisions. It may not work if there are five justices who sign on to a concurring opinion which will then become the decision of the court.
