Sometimes they did intervene. I don’t know if they were overwhelmed with all the sh!t flying in different places, or if DeBlasio slapped some restrictive ROE on them, or a stand-down order similar to that which Mayor Dinkins imposed during the Crown Heights pogrom. A simple barricade might have worked wonders in terms of crowd control.
