A paper trail makes corruption easier to prove, but it is not an element of the offense. For example, bribery can be proved by testimony or by inference from behavior.
Congress redefined the term to exclude bribery involving politicians. You can go to jail for bribery, but the law can't touch them.

Unfortunately, you are right! We have a legal system that allows Congress to take advantage of insider trading - legally. Congress can outright lie about anyting or anybody in the well of there respective chambers - legally. Congress can pass bills that apply to everyone but exempt themselves - legally. Politicians can keep and bank their remaining campaign contributions - legally. This could be millions of dollars. Etc., etc., etc.
Our government is corrupt, through and through and sadly, the institutions that legalized this corruption are the ones needed for reform.
