There have been a lot of terrible Presidents. That is up for debate.
Having said that I think Wilson was a Fabian Socialist which puts him in the running.
Got us into that stupid war, the Germans had no intention of carying out what was in the Zimmerman Note. He also set back race relations decades, by far the most racist President we ever had.

His Presidency was during interesting times. I found it amazing that he got a free pass all these years. Finally, he’s getting scorn that he deserves!
I order to get re-elected in 1864 Lincoln sent 100,000's of Federal troops head long into a bloody maw to take Atlanta and Richmond. The timing IMO is suspect. That bloody messy offensive worked however and the fall of Atlanta sealed the deal for the butcher from Illinois. Copperhead challenger Gen. McClellan never had a chance after that. This ranks up there in terribleness.
If the U.S. had stayed out of WW I, and if Germany won what would have happened? No WW II and no holocaust. Thanks for that Wilson!

Also no Spanish Flu. And had Britain stayed out, they probably still have their Empire.
It was the Progressive ideology. Both Teddy Roosevelt and Woodrow Wilson were Progressives.
Progressive did do not believe in truth or natural law. They believed believe the Constitution was is outdated and obsolete.
They believed believe in the rule of experts, not the people.
