That 302 system is clearly a conflict of interest, especially with the current availability and cost of digital video and audio recording.
Of course the recording should be performed by both sides.
I have come to see it as a deliberate way to sidestep justice because you can make handwritten notes say whatever you wish them to say. And that is it.
