What I think happened is that Biden was trying to say that Trump was a racist. He was pointing at the President in an accusatory fashion.
Biden’s senile brain short-circuited and out came “Abraham Lincoln”.
“Yeah. I didn’t get that Lincoln comment at all. Was he saying Lincoln was a racist and this, Trump is a racist?”

I clearly heard him call Lincoln a racist, and then he went on to ramble more crap about the President.
The Lincoln comment was just conversational: Trump was making a point or other about what he’s done for blacks, etc. and also said, “I’m the least racist person here.” This irked poor Joe so he gets a dig: “Abraham Lincoln over there”, just trying to be clever.
