As if unelected government positions weren’t already plliticized.
The White House argued that the executive order is a necessary reform to ensure that federal officials can more efficiently remove “poor performers.”
“Effective performance management of employees in confidential, policy-determining, policy-making or policy-advocating positions is of the utmost importance,” the order states. “Unfortunately, the government’s current performance management is inadequate, as recognized by federal workers themselves. For instance, the 2016 Merit Principles Survey reveals that less than a quarter of federal employees believe their agency addresses poor performers effectively.”
The Swamp doesn’t want to be drained.
Civil Service should be totally repealed. the old spoils system was not good but CS is much worse because while there was tremendous turnover every four to eight years under the spoils system, cementing of government employees into their jobs by Civil Service created a monster of control that cannot be eradicated. It gives time for the corruption that is endemic to government employment the ability to grow and become more onerous with the long and longer experience of permanent government employees.
