Maybe I’m missing something, but there are no “unsolicited mail-in ballots” in Pennsylvania. You have to submit a request for one, and you need a Pennsylvania ID to apply for it.
I think the bigger issue with mail-in ballots works the other way. I would have no confidence that all of these ballots will even be delivered at all ... let alone delivered on time.

The submissions will be (fraudulently) retroactively created to show a submission from before Election Day. Remember, these are counterfeits, which look exactly like real ballots as there are no security features built-in like currency or other financial documents. Penn ID’s are only used to initially obtain the ballots by legal voters, which wouldn’t be necessary on counterfeit ones.
