They have a pretty significant outbreak going on in Russia, similar to America. And India.
Their vaccine appears to be relatively lower-risk, than some others.
I sort of can understand, them rushing a bit.

That is my understanding as well. A low risk approach.
They used a relatively innocuous adenovirus as the carrier, with just spike protein markers of the actual COVID-19. Same approach as the Oxford/Astra Zeneca vaccine.
It seems to be a bit on the weak side for inducing immunity, but still reasonably effective.
Others will try using killed COVID-19, or even live virus, neutered to prevent replication. And then there is the mRNA approach, which is pretty new technology, so there could be undiscovered risks with that.
