No, they wouldn’t have to count them for Harris. They could put another candidate in. The people don’t vote for Biden/Harris, they vote for electors pledged to vote for Biden/Harris. If Biden is pulled, retires to a nursing home, whatever, the electors can and will vote for whoever replaces him. The real election, the one that counts is in December.

This is not to say that yanking Biden would be without problems or challenges, but Constitutionally, I think it could be done.

No, Joe is on the ballot and Joe isn’t going to get the votes if he is withdrawn. If there was a move to have electors vote for anyone else, state legislatures would get involved and replace the electors. Just this year in CHIAFALO ET AL. v. WASHINGTON, SCOTUS ruled that state houses can compel electors to vote for the winning candidate, or replace them. Any state with a R legislature would appoint electors for the candidate that received the most votes. All of the states Trump won in 2016 have R legislatures.

Actually, due to a 2020 U.S. Supreme Court case, if a state has a “faithless elector” clause, the electors CANNOT vote for anybody but President Trump or Joe Biden, unless the Green or Libertarian candidate wins in that state/congressional district. This was a rare “bipartisan” Supreme Court vote. Unanimous, although Justice Thomas wrote a separate opinion. 32 states have such laws.
