in a blow to efforts to make sure minorities and hard-to-enumerate communities are properly

Correct me if I am wrong, it is not more difficult to enumerate communities where minorities reside. They live in more densely populated areas, don't work, so they are at home watching Oprah and Jerry Springer during the day. You can count them easily as they smoke crack on their stoops, or find them in abandon houses shooting up smack. Just follow the stench. On the other hand, white folks all live in gated communities and are dispersed by vast land holdings passed down though the generations from their former slave owning ancestors. It is the latter that are more difficult to count. No way would their private security guards, armed to the teeth with fully automatic weapons, allow a census taker to pass through the gates.

More seriously, densely populated areas are easier to count than driving around the suburbs and rural fringes where a lower percentage of minorities and a higher percentage of whites reside.

I suspect federal law can and does provide “necessary and proper” power for census workers to enter gated communities.
