The 9th circus not withstanding... LOL! Keep building. I don’t recall the 9th circus having an enforcement brigade. You know it’s what the dems would, and have done. Ignore the court and proceed as needed.

The recent ruling by a three judge panel there, will simply be appealed to the full 9th, and if they decline to hear it, then to the Supreme Court.
It is not final until the Supreme Court says so.
