Looks like the shooter had gun in hand and raising it up while the victim has yet to raise the mace can. IOW’s the first moment of the draw.

Sorry to say, from only seeing the video, the shooter was assaulted, victim stepped back and raised his hand with an object in it, as to be aiming at shooter. Self defense.
