Kind of hard to escape capture with dozens of cops within yards of you.
The earliest ‘during the episode’ photo I’ve seen shows the victim slapping the shooter who does not have his gun out at that point.
I’m wondering what happened before that slap.
As we have since learned, the cops were not supposed to be there. The had a "stand-down" order. A police lieutenant "somehow didn't get the order" (or ignored it), which is why there was a nearby patrol that captured the shooter so quickly.
They never captured the accomplice who started the original altercation.
