I've seen stats recently for all 50 states. Assuming they're accurate Kalifornia almost never issues CCWs. IIRC,*Massachusetts* (my home) even had a higher percentage of the population with a CCW.

This statement does not really say he has a carry permit.
It says the hand gun was licensed. Oh, what’s that mean in Calif? Was it purchased through an FFL and the CA DOJ background check (which is de facto gun registration)?
And if you are carrying it in your car to go to the range, it stays in the car till then, unless he has a CCW which has not been clearly claimed.

How many concealed carry permits are issued in L.A. county (population 10 million)? You have to be well connected, a celebrity, judge, cop, big political donor$, corrupt politicians etc. You see, regular citizens in CA are not wealthy enough or well connected enough to be afforded self defense.
