Here in California mail-in ballots are accepted and counted up to 17 days after November 3rd.

17 days. It probably won’t matter except for some close Congressional races especially in Orange and San Diego Counties, where Democrats beat incumbent Republicans in 2016 and helped win the House.
Seventeen days is sufficient time to manufacture enough fake ballots to possibly turn some elections.

I don't think anyone is too worried about California or New York or New Jersey. They are not in play for the presidential elections or the US Senate elections.
The presidential elections for California will probably be called within an hour of polls closing.
As for the House elections, Devin Nunes has already said the GOP will ballot harvest as much as anyone else, since its legal in California. They will not repeat the mistake they made in 2018 when they sat idly by and let the Dems steal 5 or 6 House seats.
