I really doubt Biden was in on it, or remembered it. He, with his inability to keep his mouth shut like in the firing of the Ukraine prosecutor, was and is a liability to release information. Literally a security risk. This is why they keep him away from the press now as he could spill any number of bean pots through his inability to keep the trap shut.
