Since some states have decided to give their electors to the popular vote winner, this could still has an impact, by reducing Trump votes.
I do not believe this interstate (where electoral votes go to popular vote winner) compact is in effect yet. There is a threshold number of states who have to agree, and there are not yet enough states who have agreed to this. If and when the compact takes effect, there will be challenges to this as the electors are elected to this federal office, just as Senators are. I doubt it is constitutional to award a federal office to the the clear loser of a federal election, and I suspect this issue will go before the Supreme Court.
