Darkening but not changing voters choices and trimming ragged edges. All of which might have been done legitimately later in the counting process.
I read an article that during Presidential elections lot of folks just vote for the President and VP and leave the rest of ballot blank. How many times have elections for Reps and Senators and Mayors been decided on someone who just fills in the circle that is left blank at the election office.
I never ever leave my ballot choices blank.
Most of the article was based on what she said. What she says may not be the truth. Based on the narrow race, her tampering may have fraudulently changed the election. I’m sure she was thorough in her alterations if she made them.

In the 3rd Ward, however, Santiago received 95 votes to Schweyer’s 52.
